Pelan ini digariskan dengan matlamat utama untuk membentuk ekosistem yang menyeluruh dan bersepadu, merangkumi aspek tadbir urus hingga kepada penyaluran manfaat kepada masyarakat.<\/p>\n\n\n\n<p>Dalam merealisasikan hasrat tersebut, pelbagai inisiatif pemodenan akan terus diperkukuh, termasuk pendigitalan sistem penyampaian, pemantapan keupayaan sumber manusia serta penerokaan instrumen baharu yang lebih inovatif.
